A federal judge has ordered the Trump administration to temporarily halt some of the penalties it levied on a law firm linked to Democratic causes that are unpopular with the president. Last week, Trump signed an executive order deeming the firm a national security risk.

Federal agencies have until March 13 to submit plans to the Trump administration for large-scale layoffs, called a reduction in force.

Agencies ranging from the Treasury Department to the Justice Department are required to submit their cost-cutting proposals to the White House and the Office of Personnel Management, the government's human resources department,
