Devastating floods struck the northern Philippines on Monday, when Tropical Storm Toraji became the fourth tropical storm to hit the island nation in three weeks.

The Philippines has protested China’s baselines around the disputed Scarborough Shoal, as tensions between the two nations build up anew over their competing claims in the South China Sea.

China claims almost the entire South China Sea, a conduit for more than $3 trillion of annual ship-borne commerce, including parts claimed by the Philippines, Vietnam, Indonesia, Malaysia and Brunei. The Permanent Court of Arbitration in 2016 said China's claims had no legal basis, a ruling Beijing rejects.
